People rarely express the same civic idea in exactly the same words.
One person might write, "Governments should end fossil fuel subsidies." Another might say, "Public money should not go to the fossil fuel industry." Different words. Same civic demand.
The Civic Signal Engine (CSE) connects those people around their shared civic position.
When you create a Civic Post, you can write a Civic Function—a structured civic position that people can vote on. The Civic Signal Engine interprets your expression and checks whether an equivalent Civic Function already exists. When no equivalent exists, a new Civic Function is created for future voices to join. When potential matches are found, they're surfaced for you to choose from and attach to your Post.
Each user-generated Civic Function acts as a node, connecting users around a common civic position and allowing votes to accumulate across their networks—creating a new form of civic connection and an evolving, real-time measure of public opinion.
