The Civic Signal Engine (CSE) ensures they are measured together.
When you create a Civic Post, your expression is paired with a Civic Function—a Poll, Score, or Rank. The Civic Signal Engine structures that function and compares it with functions that already exist. When an equivalent function is found, they are measured together. When no equivalent function exists, a new Civic Function is created for future expressions to join. As more people attach existing Civic Functions, votes from individual posts accumulate into a real-time, shared measure of public opinion.
