The Civic Signal Engine (CSE) connects people around shared civic positions.

The CSE identifies equivalent Civic Functions across differences in wording and phrasing. You decide whether to use an existing Function or proceed with your own.

Each Civic Function acts as a node, connecting people around a shared civic position. Votes accumulate across those connections, creating an evolving, real-time measure of civic demand.
