The .one Foundation is developing a new class of public-interest civic infrastructure that continuously measures public opinion by transforming civic participation into persistent Civic Signal.
The .one platform enables users to create Civic Posts that combine a natural-language Civic Expression with a user-selected Civic Function. Civic Functions take the form of Civic Polls, Civic Scores, or Civic Ranks. The Civic Signal Engine structures, canonicalizes, translates, relates, and continuously aggregates comparable Civic Functions into measurable Civic Signal. The user's Civic Expression remains separate and is not analyzed or processed by the Civic Signal Engine.
Rather than measuring attention, engagement, or virality, the platform measures what people collectively support, oppose, evaluate, and prioritize.
The .one Beta will validate the platform's core architecture with a limited cohort of users, including Civic Function creation, the Civic Grammar, the Civic Signal Engine, semantic canonicalization and matching, continuous aggregation, moderation and safety systems, verification, and evaluation methodologies required for broader deployment.

The .one platform enables users to create Civic Posts consisting of a Civic Expression, a Civic Function, and Civic Engagement. Authors intentionally choose whether their Civic Function is a Civic Poll, Civic Score, or Civic Rank. The Civic Signal Engine works from the Civic Function, not the Civic Expression. It structures and canonicalizes submitted Functions, identifies semantically comparable Functions, surfaces relevant matches, and continuously aggregates Civic Engagement into evolving measures of public opinion.
Instead of producing isolated snapshots, the platform generates continuous Civic Signal—a durable, measurable representation of what people collectively support, oppose, evaluate, and prioritize across issues, institutions, regions, languages, and time.

Every Civic Post consists of three complementary layers.
Civic Expression
The Civic Expression is the author's natural-language communication. It provides context, reasoning, evidence, or opinion in the author's own words, language, and style.
Civic Function
The Civic Function is the structured, measurable component intentionally selected or written by the author. Every Civic Function takes the form of a Civic Poll, Civic Score, or Civic Rank, providing the standardized structure through which civic participation can be compared and aggregated.
Civic Engagement
Civic Engagement consists of the standardized mechanisms through which participants interact with a Civic Function.

During proof-of-concept development, we found that reliable aggregation requires more than general semantic similarity. Civic Functions need shared structural rules so that meaningful distinctions are preserved when they are compared and aggregated.
This led to the development of the Civic Grammar, a shared set of rules for composing and structuring Civic Functions. It defines the elements and relationships required for Polls, Scores, and Ranks to be formed consistently across issues, jurisdictions, and languages.

The user decides whether to use an existing Function, edit a suggested Function, or write their own.
4.3 Civic Signal Engine
The Civic Signal Engine is the AI-assisted infrastructure responsible for structuring submitted Civic Functions for matching, translation, and aggregation into measurable Civic Signal. It does not analyze or process the user's Civic Expression, and it does not decide what the user believes or how the user should vote. The user remains in control of the Civic Function that represents their position. Instead, the Civic Signal Engine:

The Civic Signal Engine can surface semantically similar Civic Functions and indicate whether they appear equivalent, distinct, or related according to Civic Grammar rules. The user decides whether an existing Function represents their position, whether to edit a suggestion, or whether to create their own Function. This preserves user control while allowing Civic Engagement attached to genuinely shared Civic Functions to contribute to common measures of public opinion.
